Why Number widget progress goal values round down, not up

By rounding down your progress goal values we avoid showing, say, 9.99 as reaching your goal of 10.

We round down when displaying progress goals on Number widgets so that we're able to display a value of, say, 99.9 with a goal of 10 without incorrectly showing 100% progression.
